Energy efficiency plans that save up to 25% consumption

Sacyr Green has achieved savings of over 26% with the energy efficiency project at the Instituto de Seguridad Pública de Cataluña (ISPC)

Today we tell you all about the case study on energy efficiency by Sacyr Green at the Instituto de Seguridad Pública de Cataluña (ISPC), where we have achieved conservation rates of more than 26% in electricity and 33% in water, which has contributed to a reduction in CO2 emissions equivalent to planting more than 30,000 trees per year.

This 12-year Sacyr Green contract includes improving energy efficiency, biomass-powered heating and building maintenance.

Equivalent to planting 30,500 trees

Two years ago, we completed the upgrade works on this complex, and we have registered water savings rate of 33.6%, 26.5% in electricity, apart from powering 100% of the heating and hot water systems with biomass. These indicators largely exceed the contract requirements, that listed a 10% reduction of water use and a 20% reduction in energy consumption. Translated to emissions, that is a reduction of 611 Tn of CO2 per year, which is equivalent to planting more than 30,500 trees.

In the words of Angel Martín Beneit, Energy Efficiency Director of Sacyr Green, “this is one of the more complete projects that we have developed so far on efficiency and renewable energies, as it has allowed us to combine solar energy and forest biomass in the same complex, apart from supplementing it with other high-impact efficiency measures, such as the concept of District Heating and LED technology”.


The efficiency contract includes three dimensions:


1. Energy efficiency services:

  • Energy-conserving actions through the incorporation or update of energy facilities to improve equipment and installations.
  • Technical, measuring and verification management of energy efficiency


2.  Heating and hot water supply powered by forest biomass, with the incorporation of new equipment and installations to introduce the use of forest biomass.


3.  Comprehensive maintenance services:

  • Preventive, corrective, mandatory and routine maintenance tasks.
  • General services maintenance: insulation, ventilation, heating, fireproofing, plumbing, electricity, elevators, lightning rods, medium voltage, legionella prevention, gas, sanitation, communications (TV and telephone), irrigation and biomass installations.
  • Maintenance of civil works elements
  • Gardening service, including irrigation repairs and maintenance. 


Some of the most relevant measures are:


  •  District Heating (DH) to provide all buildings with heating and hot water powered by a single 1,080 kW biomass station.
  •  A 96-kWn photovoltaic station for electrical self-consumption.
  •  Full lighting system upgrade to LED technology.
  •  Installation of a utility control system and an energy management system.
  •  Other energy conservation measures like using variable frequency drives, EC fans, or water conservation measures.



Guaranteed savings

In theory, these measures would ensure a 22% energy conservation rate and a 10% water conservation rate. However, in just the first two years, expectations were greatly exceeded:

  • Electricity consumption avoided: 700,000 kWh/year (26.5 %)
  • Natural gas consumption avoided: 450,000 kWh/year (19.8%)
  • Water consumption avoided: 14,295 m3/year (33.6 %)


A 177,000 m2 set of 17 buildings

The Instituto de Seguridad Pública de Cataluña (ISPC) is a facility consisting of a set of buildings dedicated to the training of the public civil protection corps of Catalonia. It consists of 17 buildings and stretches over a total 177,328 m2 surface.
